Statement by the Secretary-General of the Collective Security Treaty

Statement by the Secretary-General of the Collective Security Treaty N. Bordyuzha, the 16 th meeting of OSCE CMFA (Council of Ministers for Foreign Affairs)

First of all, I would like to thank the Organization for Security and Cooperation in Europe and its Chairman, Minister for Foreign Affairs of Finland, Mr A. Stubba for sending us an invitation to attend the meeting of the Council of Ministers of OSCE Member-States and a proposal to submit a written report.

Collective Security Treaty Organization considers the OSCE as an essential component of modern architecture of European security, and stands for balancing its activities more efficient, more fully utilize the potential of the OSCE.

Member- States appreciate the cooperation of CSTO and the OSCE on issues such as combating terrorism, drug traffic, illegal migration, strengthening border security. The proximity or coincidence of positions claimed by the OSCE and Collective Security Treaty Organization and on the issues of strengthening of international security creates a good basis for the development of our future cooperation.

We support the OSCE increased attention to the interaction in the military-political field within the OSCE Forum for Security Cooperation, including the improvement of confidence-building measures.

The Declaration of the Moscow session of the Collective Security Council of CSTO supported the initiative of the Russian Federation to develop the Treaty on European security. The statement of Ministers for Foreign Affairs of CSTO Member -States was adopted as the development of idea of the declaration from the 4th of December.

We believe that the proposed document should define the architecture of this military-political security, which will be based on equal cooperation between the future parties - both by States and international organizations. Ready to work with their partner international organizations, including the OSCE, on the relevant provisions of the Treaty.

Given the changing political and military realities and the emergence of new threats and challenges to security Collective Security Treaty Organization is developing a multidisciplinary and multifunctional international structure in this area. One of the vectors of the Organization, involving the gradual deepening of cooperation of the national structures of the Collective Security Treaty Organization, is building an effective system to counter political and religious extremism, terrorism, drug traffic, illegal migration in the area of the Collective Security Treaty.

Currently, Coordinating Council of competent authorities on combating illicit drug traffic, fighting illegal migration and technological emergencies and natural efficiently operates within the CSTO.

The plan of the Collective Security Treaty Organization to combat the illicit trafficking of narcotic drugs, psychotropic substances and precursors for the period 2008-2011 is adopted and realized.

In accordance with the decision of Heads of State of the Collective Security Treaty Organization under the aegis of the Coordinating Council of heads of the competent authorities to combat drug traffic (KSOPN) held counter drug operation "Channel-2008" (to cut off the channels of traffic in narcotic drugs and psychotropic substances on the territory of States parties to transactions, and to curb the illicit proceeds of precursors in Afghanistan), which ended on 24 November this year.

Representatives of law enforcement agencies of Azerbaijan, Latvia, Lithuania, Estonia, Poland, Romania, Turkmenistan, Ukraine, Finland, France, Italy, China, Mongolia, Syria, Iran, Bolivia and Colombia, and a member of the department of strategic police OSCE cooperation took part as the observers of the operation.

The operation "channel" also involved financial intelligence units of Member States. The systems for financial monitoring of interaction structures of the International Coordinating headquarters for the operation is developed, a clear mechanism of information exchange is created. As a result, there is a number of large suspicious transactions, which are conducted financial investigations.

Total during the operation of seized illicit traffic in narcotic drugs and psychotropic substances - 30.4 tons, including law enforcement agencies of States - members of the CSTO only for the period from 17 to 24 November - 3.6 tons, of which heroin - 261 kg and the cocaine-43 kg. In passing a law withdrawn - 1657 barrels of firearms and 59,162 pieces of ammunition. There 12782 drug criminals, including - 1032 committed by organized criminal groups.

Identified and stopped several channels sustainable supply of drugs to Europe from Asia and vice versa.

We can say that this is our contribution to the implementation of the Madrid decision Council of Ministers for Foreign Affairs OSCE on Afghanistan.

In September of this year regular preventive operation "channel" the status of a permanent regional anti-drug operation CSTO was given by decision of Heads of State of the Collective Security Treaty Organization.

We confirm our interest in strengthening anti-drug work of the OSCE. Supports the continuation of the 2009 practice of OSCE antidrug conference in Vienna. We support the development of the budget draft the OSCE to train Afghan antidrug policemen at Domodedovo.

Especially urgent task is joint efforts in countering drug streams from Afghanistan, the creation of security zones around the country, ensuring security on the borders of Central Asian states to Afghanistan. Cooperation on this track fits well into the Madrid Council of Ministers for Foreign Affair OSCE on Afghanistan.

At the OSCE conference on international cooperation in combating illicit drugs and precursors (Vienna, 17-18 July), from our side by a set of anti-drug measures implemented under CSTO, as well as a number of conceptual proposals on improving the efficiency in combating the spread of Afghan drugs were represented.

Another common point for our organization is countering illegal migration.

This year (15 May - 10 June 2008) in the format of the CSTO, a set of operational and preventive measures aimed at identifying and closing the channels of illegal migration under the conditional name "Nelegal-2008" was implemented. They provided an active operational and preventive measure to detect and suppress channels of illegal migration, transnational criminal groups of traffickers in the most intense areas of entry and exit of foreign nationals in the Member States CSTO from third countries.

Total found violations of immigration laws 79260 (2007 - 5692), including violations of entry, exit and residence - 61547, violations of established procedure for the implementation of employment - 17070. Opened 114 criminal cases for organizing illegal migration (2007 - 10), 13 - for human trafficking.

Stopped a number of transnational gangs involved in trafficking, arms, explosives and drugs. We believe that the participation of OSCE monitors in the operations "Nelegal" would mutually beneficial.

One of the most important factors of combined efforts of the Collective Security Treaty Organization to improve the office providing the tasks to counter challenges and threats to national and collective security is to train highly qualified professionals. At the Moscow session of the Collective Security Council of CSTO an agreement on training for law enforcement, firefighting, rescue and special services of the Collective Security Treaty Organization was signed.

CSTO is open to mutually beneficial cooperation with the OSCE and in this regard.

In 2004, the Collective Security Treaty Organization adopted a Concept of formation and functioning the mechanism of peacekeeping. In the development of guidelines and approaches set out in the Concept, the CSTO Collective Security Council adopted documents on the regulatory and institutional formation within the mechanism of peacekeeping. In particular, it contains the Agreement on peacekeeping activities the Collective Security Treaty Organization, Regulations on the Collective Peacekeeping Forces of the Council.

Member- States of the Collective Security Treaty Organization of have some experience of participating in peacekeeping operations, which could be used within the framework of cooperation between the CSTO and the OSCE.

In conclusion, I wish to reaffirm that any serious and constructive initiative of the OSCE will not remain without a response from the CSTO.


STATEMENT
Ministers of Foreign Affairs of the Republic of Armenia, Belarus, Republic of Kazakhstan, Kyrgyz Republic, the Russian Federation, Tajikistan and Uzbekistan

The Ministers for Foreign Affairs of the Republic of Armenia, Republic of Belarus, Kazakhstan, Kyrgyz Republic, the Russian Federation, Tajikistan and Uzbekistan, guided by the provisions of the Declaration of the Moscow session of the Council collective security Collective Security Treaty Organization on 5 September 2008, support initiative of the Russian Federation to develop the Treaty on European security.

Ministers understands that now more than ever demand for a reliable system of collective security based on universally recognized principles and norms of international law and central Role of UN in maintaining international peace and security, principles of a unified and indivisible security for all States, inadmissibility of the isolation of any state and the emergence of zones with different the level of security. The ministers advocated a system of equal Security for future parties - both of nations and international organizations.

The Ministers supported the proposal of French President Republic of N. Sarkozy, and President of the Russian Federation DA Medvedev for the convening of the summit, which will allow the launching of negotiations on The Russian initiative on the development of the Treaty on European security.

Ministers call on all States Parties Organization for Security and Cooperation in Europe to support the initiative The Russian Federation to develop the Treaty on European security and actively involved in its deliberations.
